On December 9, 2024, the Ministry of New and Renewable Energy (MNRE) introduced a significant amendment to the Approved Models and Manufacturers of Solar Photovoltaic Modules (ALMM) Order, 2019. This amendment marks a pivotal step in the growth of India’s solar industry, addressing the integration of solar PV cells under the ALMM framework for the first time. Here’s everything you need to know about this transformative update.

What is ALMM?

The ALMM (Approved List of Models and Manufacturers) was introduced in 2019 to ensure the quality and reliability of solar photovoltaic (PV) modules and cells used in India. It currently mandates that solar PV modules must be sourced from manufacturers listed in ALMM List-I. Until now, there had been no corresponding list for solar PV cells due to limited domestic production capacity.

The Key Highlights of the Amendment

  1. Introduction of ALMM List-II: Starting June 1, 2026, the ALMM framework will include a dedicated List-II for solar PV cells. This list will feature approved models and manufacturers of solar PV cells to ensure their quality and compliance with industry standards.

  2. Mandatory Compliance: Projects mandated to use ALMM-listed solar PV modules will now also need to source their solar PV cells from List-II manufacturers. This requirement applies to all projects commissioned on or after June 1, 2026, with certain exceptions.

  3. Transitional Exemptions:
    • Projects where bids were submitted before the issuance of this amendment are exempt from using ALMM List-II cells, regardless of their commissioning date.
    • Net-metering and Open Access Renewable Energy (RE) projects commissioned before June 1, 2026, are also exempt.

  4. Special Provisions for Thin Film Technology: Thin-film solar PV modules manufactured in integrated units listed under ALMM List-I will be deemed compliant with the ALMM List-II requirements.

  5. Procedural Guidelines: MNRE will release detailed procedural guidelines for the enlistment of models and manufacturers under ALMM List-II in the near future.

What This Means for the Industry

  • Boost to Domestic Manufacturing: This amendment aligns with India’s vision of “Atmanirbhar Bharat” (Self-Reliant India), encouraging local manufacturing and reducing dependency on imports.
  • Enhanced Quality Assurance: By including solar PV cells in the ALMM framework, the amendment ensures higher quality standards across the solar energy supply chain.
  • Project Implementation Clarity: The amendment provides clear timelines and guidelines, helping stakeholders plan and execute their projects more effectively.
  • Support for Emerging Technologies: Provisions for thin-film technology highlight the government’s focus on promoting innovative and advanced solar solutions.
